Flash Flood Watch  Statement as of 3:16 PM CDT on April 17, 2015

... Flash Flood Watch remains in effect through Saturday morning...

The Flash Flood Watch continues for

* a portion of southeast Texas... including the following
counties... Austin... Brazoria... Brazos... Burleson... Chambers...
Colorado... Fort Bend... Galveston... Grimes... Harris... Houston...
Jackson... Liberty... Madison... Matagorda... Montgomery... Polk...
San Jacinto... Trinity... Walker... Waller... Washington and
Wharton.

* Through Saturday morning

* the watch is based upon training heavy rains that could commence
this evening as the atmosphere destabilizes ahead of an
approaching large western storm system. The ground over much of
the area is at or nearly saturated as some areas received 4 to 8
inches of rain last night. Additional overnight into early
Saturday morning rainfall will likely become run off leading to
flooding. Rainfall totals tonight through early Saturday may
average around one to two inches... with isolated amounts of 3
to 4 inches are possible.

* Additional amounts of greater than two inches will likely generate
flash flooding as precipitation will quickly become run off.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

Aviation...
thunderstorm activity continues across the Houston terminals and
southward tonight /although not as robust as earlier this
evening/... with thunderstorms and rain/rain showers activity persisting for a couple more
hours before shifting east of the terminals. Ceilings expected to
fluctuate a bit tonight between MVFR and VFR before lifting to VFR
during the day Saturday... with another round of thunderstorms and rain possible
Saturday afternoon. Generally S/southeast winds 7 to 10 knots expected
through the period /outside of thunderstorms/.

Previous discussion... /issued 938 PM CDT Friday Apr 17 2015/

Update...
just a quick update to clean up in wake of bowing mesoscale convective system finally
clearing the area. Situation remains active with moist SW flow and
main upper low remaining off to the west. This will keep scattered
thunderstorms in the forecast overnight and through tomorrow at least.
Flash flooding now greatest concern with many areas inundated late this
evening...and bayous and creeks rising. Any further rainfall will
certainly aggravate the situation. Surface outflow/effective front
has pushed off the coast...however elevated storms with rain and
hail remain a concern. Severe Thunderstorm Watch therefore will remain in
effect along coast and one row of counties inland through 07z.
Tornado Watch for Jackson and Matagorda also remains posted
through 07z as this area will remain closer to the surface based
instability lingering near the central Texas coast. Flash Flood Watch
will also remain in place area wide through at least tomorrow.

Aviation...
rain showers/thunderstorms and rain developing across southeast Texas early this evening. Expecting all
taf site to see thunderstorms and rain within the next five hours (23z-04z) as the storm
complex moves eastward through the area. MVFR ceilings are likely with
the activity...and IFR ceilings/visibilities are possible with the
stronger thunderstorms and rain. It is possible this could extend past 04z...especially
from iah southward to gls. Some stabilization could occur during the
overnight hours and toward morning...and with daytime heating tomorrow
would expect to see more periods of shra/tsra. 42
