    ... October 2014 was warmer and drier than normal...

Rains returned to southeast Texas during the first half of the
month with nary a drop of rain falling during the second half of
October. Rainfall across southeast Texas was generally 2 to 3
inches below the 30 year normals. For the fifth consecutive
month... rainfall across southeast Texas was below normal. Drought
conditions had begun to expand across southeast with parts of
Jackson County classified in severe drought. Areas southwest of a
Brenham to Richmond to Freeport line have been considerably drier
than communities to the north and several locations are suffering
annual rainfall deficits greater than 15 inches.

Strong thunderstorms rolled through the region on October 6th.
The storms brought locally heavy rain... high winds and small hail
to the area. Trees were uprooted across parts of Harris County
and minor flooding was reported near Nassau Bay and Pasadena.

Temperatures were generally 1 to 2 degrees warmer than the 30
year normals but only the city of Galveston established new daily
high temperature records during the month. Galveston tied a record
high on the 12th with a temperature of 86 degrees and established
a new high temperature record on the 13th with a high temperature
of 87 degrees.

colder and drier air continues to work into southeast Texas. At 3 am... high 
pressure was moving toward Missouri. The high will move east 
tonight and onshore winds will develop. Min temperatures tonight will be 
dependent on when and the strength of the redeveloping onshore 
flow. Feel there could be a fairly Stout temperature gradient from 
NE to SW as dew points begin to climb over the west/SW zones after 06z. 
Dew points in the 20s look fairly common over the NE zones. Moisture 
levels and temperatures begin to climb on Monday and there could 
be a few showers in the afternoon as precipitable water values climb to around 1.5 
inches over the western half of the County Warning Area. 


Again...global models differ in their respective handling of an 
upper level trough and subsequent surface features on Tue-Thu. 
The European model (ecmwf) continues to hold the upper level low to the west. The 
00z GFS again matching the European model (ecmwf) through Wednesday but then ejects 
the upper trough to the east on Friday. Both models bring a cold 
front into the area on Wednesday. The GFS precipitation field lines up 
nicely with the convergence along the surface boundary while the European model (ecmwf) 
develops widespread rain showers/thunderstorms and rain behind the boundary. Prefer the GFS 
on Wednesday. But long term...feel the upper level feature won't 
move east until Friday when an upper level trough approaches the 
Pacific northwest and kicks the sluggish system over West Texas to the 
east. Fwiw...the Canadian is now the fastest solution moving the 
system well east of the region Wednesday night. Will maintain chance 
probability of precipitation through Friday with likely probability of precipitation for Wednesday. Will add 
slight chance probability of precipitation for next Saturday. The dynamics and moisture 
profile support that some part of the state will get a healthy 
dose of rain between Tuesday and Friday but at this time...just not sure 
where it will be. Upper level ridging over the western Gulf would 
support the active jetstream to remain further west so the best 
chance for heavy rain would be over west/central Texas. But if the 
heavier rain focuses on the surface boundary...the heavy rain 
threat will be further east and likely impacting southeast Texas. 43 


Marine... 
winds have remained near Small Craft Advisory criteria for the waters while dropping 
to scec criteria over the bays. Winds will fall below advisory 
criteria early this morning over the waters and slowly fall below 
scec criteria this afternoon. Monday morning winds will start to 
increase above caution levels as the next system moves into the 
Central Plains. Moderate onshore winds and building seas will then 
continue through Tuesday as a front slowly approaches the area. Past 
Tuesday models remain in disagreement on the position of an upper 
level low forming. The exact placement of the low will influence 
what areas observes the most rain. 23
